5. How does my team create a proposal?

Your team can create its proposal by discussing and answering a series of questions. We've taken the process of proposal development and broken it down to 4 steps. Each step is further broken down into 3-5 concrete questions.

If your team can answer all, or at least most of the questions, you can produce a detailed proposal outline. When your team has answered each of the question, we will automatically compile the answers into a proposal. This proposal will be reviewed by other parliamentatarians and the Citizens' Parliament.

While your team is working on its proposal, it will be presented as a set of steps and questions as show in the image below.

  1. The green tabs across the top represent the steps in the proposal development process. Your team should focus on each step in order and try to answer the questions in each step before moving on.
  2. The green area below the tabs displays a summary for each step. Roll your mouse across the tabs to see the status for each step.
  3. Click a step's tab to display the questions for that step.
  4. Each step consists of 3-5 concrete questions that your team will discuss and answer.
  5. Below each question is a call to action that tells you what if anything you should do for this question.
  6. Click a question to open the discussion and answer window. See the next page of this help for more information.

You and your team should focus on discussing and answering the questions in each step. Be sure to participate often.
